The UNOPS accountability framework describes the Organization`s commitment to clear and open communication with partners and stakeholders. This is part of the organization`s obligation to increase transparency and accountability, in accordance with the International Transparency Initiative (IATI). UNOPS joined the initiative in 2011 and was “the first organization to publish fully geocoded information” in IATI format. An agreement on the host country is a bilateral agreement between UNOPS and the government, which defines the conditions under which UNOPS can carry out projects in the country. The new agreement signed on 12 July will help streamline UNOPS` ongoing operations in the country. Since then, the Executive Director has reported directly to the Secretary-General of the United Nations Organization and the Executive Committee and has been empowered to apply UN personnel rules and regulations to UNOPS staff. Since 2009, the Executive Director has been able to sign national agreements with governments and direct service agreements, in consultation with a resident or humanitarian coordinator, and to have the power to appoint UNOPS representatives directly to the site. “We are very pleased to announce this new agreement on the host country between UNOPS and the Federal Democratic Republic of Ethiopia,” said Worknesh Mekonnen, Director of UNOPS in Ethiopia and representative of the African Union. An agreement on the host country will allow UNOPS to operate in Ethiopia in a lighter manner. In collaboration with the Ministry of Health, UNOPS also purchased 36 18,000-litre tank cars to accelerate the country`s drought response. The agreement on the host country of Ukraine, signed on 22 November, will allow UNOPS to open an office in the country and streamline its ongoing operations.
