(a) Reference bulletins, instructions and forms are intended for the management of grants for this part and are available from each USDA Rural Development Office or the Rural Utilities Service, U.S. Department of Agriculture, Washington, DC 20250-1500. c) With respect to grants to DEC and ANTHC, DEC and ANTHC will certify that the above requirements are included in their agreements with the villages. Applicants providing electrical services must provide the Agency with the certificate that they do not require users of a water supply or waste management facility funded by this party to accept electrical service as a precondition for assistance.
